There's a soft, "Thanks," gazes meeting. Finnick gets enough about her to know that it really does matter that he thinks loving her is something worth staying here for. And then a more settled, "He can have me at home if he gets the stones to make the move or I get bored of waiting. We'd work better there."
It's true. Not even a Kate truth. Just certainty. She and Declan work when they're not constantly in each other's space with nothing to do or talk about that isn't them. So maybe he'll find her at home and they'll be great. Or maybe he'll find his Abby and she'll go on to Garris.
