"Then be with me. I've got no plans," Declan says softly, smiling at her. It's true, he doesn't, because without the Sanctuary he's aimless but Kate grounds him. Kate gives him a reason to keep moving and while he likes it here, now, he still wants a way home with Kate instead of without her. It's a definite shift in worldview.
